within the civil service, which in Russia (since Russian bureaucracy is not independent of the political class) implies higher readiness to follow any requests set by the political leadership – otherwise bureaucrats have little chances of survival in the administrative hierarchy. They are probably also more used to informal practices flourishing in the Russian public administration, which of course are very important for successful control over the limiting factor (where governors use not their de jure authority but rather their informal dominant position in negotiations). Besides, as discussed in chapter 5, regions where bureaucracy is characterized by longer tenure are also typically characterized by stronger CPSU legacies, which also make bureaucracies more compliant. As a result, in these regions governors should find it easier to use bureaucracy to restrict access to the limiting factor to business groups potentially ‘causing trouble’ by, for example, financing opposition groups or attempting to directly influence politics outside the scope of the governor’s control. Thus, again, the findings confirm the general logic of the limiting factor presented earlier.
