0.0 = assured safety,

1.0 = certainty that the rate will be exceeded.

T = Return period (years)

The chance (i/T) that an event will be exceeded in any given year.

(Only applies if T is > five years).

Ly = Lifetime (Years)

Lifetime of protection for the building or its contents. The selection of the design rate category appears to be rather arbitrary, based on perceived risk and required level of security, but the impact on the calculations can be significant. Designing for the maximum compared to the minimum design flow rate can introduce a factor of over 25, so the final design flow rate does need to be realistic bearing in mind the costs, appearance and actual implications of any overflowing of rainwater.
