PART III

THE WAR WITHIN

Total surveillance is increasingly the general condition of society as a whole. The prison begins well before its doors. It begins as soon as you leave your house—and even before.

—Michel Foucault

A shocking headline from South Carolina in 2011 seemed to say it all: the state was going to form its own “border patrol.” The message was about something that has been going on for quite a while; border control has extended deep into the interior of the country and continues to expand at a rapid rate in what geographer Mathew Coleman calls the most significant post-9/11 fallout. More and more local police, and even more federal forces, are in one way or another becoming de facto border patrol agents. At the same time, more and more civilians are being indoctrinated to police each other in an ever more controlled “if you see something, say something” society.

Individual states such as Arizona, Alabama, and South Carolina that have passed anti-immigrant laws are often described as rogue by the media and the federal government. However, these laws would not exist without being empowered and sustained by the most advanced federal deportation and incarceration regime in U.S. history. Never before have so many people been expelled from the country. Never before have so many people been incarcerated while not being punished for a crime. And never before has the private prison industry in the United States reaped so much money.
