With watchOS 9, you add and remove cities for your Apple Watch by using the Weather app on your iPhone.

The default city for your Apple Watch’s Weather app is the same as the one on your iPhone. However, you can customize the default city for your Apple Watch by going to Settings  ⇒    Weather  ⇒    Default City, and then tapping a city in your list.
