Conclusions
Peace-building is a critical component of the cycle of ending conflicts in Africa. The signing of a peace agreement is not the end of addressing conflicts. Many peace agreements in Africa have collapsed soon after being signed because effective peacebuilding was not carried out. Enduring peace always depends on the crucial foundation of peacebuilding. Africa's peacebuilding challenges are, however, diverse and complex. Insufficient attention has often been given to genuine reconciliation among conflicting parties and lingering enmity leads to a recurrence of conflicts. The internationalised nature of Africa's conflicts often implies that multiple peacebuilding stakeholders have to be engaged for effectiveness. It is often not easy to do so in practice as these stakeholders sometimes have very distinct interests. Poor leadership accompanied by the neo-patrimonial nature of many African states makes it hard to convince political elites involved in peacebuilding to give up their individual interests and pursue the common good of the country. This situation is exacerbated by extractive institutions in post-conflict societies that often favour the interests of a narrow political and economic elite who are reluctant to relinquish the benefits provided by the status quo. As a consequence, peacebuilding agreements in Africa have focused on elite-sharing power arrangements that have limited impact and buy-in at grassroots level. Weak states often have an insecurity-underdevelopment nexus. Building enduring peace often requires addressing underdevelopment which takes time and can only be achieved with more inclusive institutions. Improvement in incomes and social indicators, particularly in health and education, is vital for long-term peace. There can be no long-term security without development. However, for an emerging Africa to establish itself in the age of globalisation, enduring peace needs to be achieved in as many states as possible. There are several critical pillars for such as peace to be achieved. Stabilisation and social justice are critical foundations of peacebuilding. Effective peacebuilding should focus on the grassroots and involve non-state actors such as non-governmental organisations and religious organisations. These organisations have greater potential to achieve deep reconciliation at communal level which is vital for enduring peace. Indigenous African methods of peacebuilding based on restorative rather than retributive justice should be underscored. There restorative justice methods as a form of transitional justice are more future-oriented. In addition, there is a need to inculcate a culture of non-violence through intensive peace education during peacebuilding processes so that disagreements can be addressed by non-violent means. It is critical that peacebuilding processes be as comprehensive as possible. As more peacebuilding processes in Africa succeed, Africa will be able to take up its rightful place as a vibrant emerging actor in an age of globalisation.
