Mayers described "a well-documented, historical convergence of psychological torture and sexual tactics by the CIA and other clandestine organizations" as "classic tactics of mind control," but she never got around to naming the "other clandestine organizations" who made use of them; nor did she explain their relationship to the CIA. Congressmen who viewed the photos were so shocked by what they saw that they seemed reluctant to proceed. Congressman Martin T. Meehan said, "I was obviously shocked and horrified to discover that the new photos are even more gruesome than those we have seen in the media. Some of the pictures and videos show actual intercourse between male and female soldiers." Additionally,, the May 10-17 issue of Newsweek said that as yet unreleased Abu Ghraib photos "include an American soldier having sex with a female Iraqi detainee and American soldiers watching Iraqis have sex with juveniles."

The shocking nature of the photos made the same congressmen doubly reluctant to look into who was giving instructions for the orgy from behind the cameras. Writing at aztlan.net, Ernesto Cienfuegos claimed that "the sexual humiliation of Islamic prisoners" was the signature tactic of Israeli interrogators.

What also has not been revealed to the American public is that the sexual humiliation of Islamic prisoners and rape of women detainees is actually an Israeli Jewish practice used by the Zionists against the Palestinians. These interrogation techniques were taught by Israeli operatives to the CIA and Military Police at the Abu Ghraib prison and in fact these operatives participated directly in the torture at Abu Ghraib under cover of "private consultants." It is believed that at least three known Israeli MOSSAD agents were at Abu Ghraib directing the torture as "interrogators" in the service of Pentagon "contractors."
