France's Official Development Assistance to Chad in the Perspective of the International Community

The International Conference on Assistance to Chad, held in November 1982, not only admitted the severe weakness of the various state sectors, but also proved that the task of maintaining and restoring the Chadian state was beyond the capabilities of France alone. Chad was no longer only a problem for trans-Saharan Africa and for France, but it had become a truly international concern.

France gave the most in Official Development Assistance (ODA) for the period 1975-1983. During that period, the former colonial Power provided $245 million, representing thirty one percent of total ODA to Chad.19 According to the report of the Permanent Interstate Committee for Drought Control in the Sahel (CILSS), the percentage of French ODA to Chad over total Chad receipts showed significant fluctuation from year to year. As seen from Table 5.1, French ODA to Chad in 1978 was the lowest percentage of any of the years, representing 23.6 percent of total Chad ODA receipts. The percentage jumped significantly to 43.8 percent in 1979, remained high in 1980 (42.2%), but trailed off in 1981 to 32.3 percent.
