ANOTHER NEW METHOD of identifying hurricanes went into effect just about the time that Bolton was starting her crusade against the inherently sexist naming convention. Since the late 1800s, meteorologists had struggled to alert the public to the severity of approaching hurricanes so that people could take appropriate action. They could use a range of adjectives, such as powerful or major, but still people had a hard time grasping the potential danger they faced. Relief agencies, too, found it tough to figure out what type of response a hurricane might merit. What was needed was a shorthand method of identifying the risk posed by hurricanes. Herbert S. Saffir and Dr. Robert Homer Simpson provided just that.
