What kind of dropout is he? Two kinds. He’s both a Moscow-born dropout and a high-school dropout. A dropout who is both (a) Moscow-born and (b) high-school. I’m pretty sure that’s not what the writer intended. The founder of Chatroulette is a high-school dropout who happens to have been born in Moscow, or a Moscow-born high-school dropout. No comma. Moscow-born and high-school are not, as they say in the grammar textbooks, of equal weight. The high-school part is more intimately connected with dropout than the Moscow-born part is. Moscow-born describes high-school dropout.
