Between 1888 and 1890 Rhodes manipulated in turn the local political situation at the Cape, the process of concession-hunting and treaty-making in the interior of Africa, his rivals in the hunt for concessions—who included the Boers, the Portuguese, envoys of King Leopold and some other British economic interests—and above all the Government of Lord Salisbury and influential sections of imperial opinion at home. He added political power to his considerable economic power by becoming premier of the Cape in 1890. His agents succeeded in securing vital concessions from the powerful King Lobengula of the Ndebele in Zimbabwe, and he bought out all his rivals and all opposition to him. He created a company, the British South Africa Company, which the British Government chartered to conduct its imperial work in central Africa, placing only very vague limitations on its operations, and even vaguer frontiers to its actual geographical sphere. Rhodes had successfully beaten back all rivals from the area that is now Zambia and Zimbabwe. ‘It was like being given Australia,’ he enthused. He encouraged white settlement; he made war on African peoples; he even subsidized an imperial administration in Nyasaland (Malawi) to keep it alive against Portuguese threats; and he gave money to missionaries to develop education so that an African élite could be created to act as auxiliaries in his colonies.
