Nothing about the contract to build the Boonton water supply was simple. After about $1 million had been expended on construction of the dam and reservoir, the work was suspended for about one year. Clearly, Flynn was in over his head, and he tried to get out of his legal obligations by transferring the contract to JCWSC.21 However, the company was insolvent, and it was taken over by the New Jersey General Security Company in 1902.
