The sense and the reality of the threat to South Korea are here seen through Japanese eyes, usually unsympathetic to Koreans. In Seoul such threat perception is vastly accelerated not only because South Korea expects to battle for its life but also because the South Koreans know that for military support they have counted almost exclusively on their far-away friend and ally, Washington. They know that in the present Washington climate support for an embattled Korea, though visible in the 42,000 American (UN) troops, is much less certain now despite the Mutual Security Treaty, than it was in June 1950 when no such treaty existed.

And they correctly perceive the mood of Congress, perhaps also the neo-isolationist tendencies filtering through the American public in the wake of the humiliating defeat in Indochina. On several occasions President Park has recently defended his domestic inflexibility with respect to the ninth (since January 1974) emergency decree ‘safeguarding national security and public order’ by referring to ‘the Indochina situation,’ resulting, he said, in a number of countries around the world showing ‘uneasiness and misgivings about the United States defence commitments.’36 Three days later in a speech marking the fourteenth anniversary of the coup that brought Park to power he repeated this theme and warned the South Korean people not to rely too much on foreign support in the event of another invasion from the North. Self-reliance was his major theme, somewhat related to President Soeharto’s call for National Resilience.37
