Directions:
1. Pour in your potatoes and water into the cooker. Securely close the lid and rise to high pressure over a high flame.
2. Cook for about 3 minutes. Remove the cooker from the flame and cool under cold running water.
3. Proceed to peel and dice potatoes. Then layer them alternately with celery and onion.
4. Season with salt and pepper. Add in the dill and chopped eggs.
5. In a separate bowl, combine the mustard, mayonnaise, and vinegar, folding the mixture gently into the potatoes.
6. Stir in your cooked quinoa.
7. Chill, serve and enjoy!
