The message, which is largely undecipherable (at least to us uninitiated souls), also referred to a “Project Maybell,” which ran from May or June of 1970. In the mid-1990s, Computer UFO Network members Chris Lambright and Dale Goudie hit pay dirt with a series of FOIA requests to the NSA. Their dogged pestering of the close-lipped agency on anything associated with the term “Aquarius” finally resulted in the release of documents with a few vague references to an “Over the Horizon Radar” (OHD) system that was under development in the early 1970s through the combined efforts of the Defense Advanced Research Projects Agency (DARPA) and the Office of Naval Research (ONR). The project was known as “Maybell” and used high-frequency radar to protect naval vessels from low-flying planes and weapons by bouncing the radar waves off of the ionosphere to detect threats before they appeared over the curvature of the Earth—which is limited to about twelve miles in the open sea—then the current limit of detection. The message Moore had received with its gumbo soup of acronyms and apparent bureaucratic non sequiturs started to make more sense, but it didn’t have anything to do with unidentified flying objects.
The released “Aquarius” page and the original were both headed with a “subject case nr” (number): 8017D93-126. This was Paul Bennewitz’s ID number in the AFOSI files.
