No summary of wartime POWs would be complete without mention of the controversy surrounding the alleged maltreatment of German prisoners by the US military in 1945. The men had surrendered in droves during the final weeks of fighting, and they were held in the open for many months in a vast, half-tented city in the vicinity of Düsseldorf. No one contests the fact that mortality among them was unusually high, mainly from disease, and that the attendant administrative delays were indefensible. Yet the allegations, which have been supported by evidence, focus not only on culpable neglect, which left hundreds of thousands of helpless prisoners without elementary shelter or hygiene, but also on legal chicanery. The charge is: the prisoners were deliberately classified not as POWs but as ‘disarmed enemy personnel’, so as to avoid the attentions of the International Red Cross.85
