By mid-1918 most British policymakers expected that the war would not end until 1919 or even 1920. Britain's manpower resources were stretched to their limit and the War Cabinet took the momentous decision to allow the British army in France to shrink from its present strength of over fifty divisions to a force of little more than thirty divisions. Britain's partners were most unhappy, and ministers were compelled to justify their decision by reference to Britain's other contributions to the entente alliance's war effort.
