The work described in the Alegent and Aisin cases has a very different goal structure. Instead of goals being set independently, goal setting was approached from a multi-stakeholder perspective from the very beginning. In a DA, the framing of the opportunity, problem, or issue is critical. It has to be substantive enough to attract the interest and commitment of relevant stakeholders. As a result of understanding the opportunity issue from multiple perspectives, goal clarity and goal commitment are achieved. As the DA concludes with an action agenda, there is energy and momentum for change.
