In 1966, a three-year membership extension plan called the Piper Project was introduced at the National Council meeting in Detroit, with the goal of retaining and further increasing Girl Scout membership, particularly to girls living in underrepresented areas. Actress and Girl Scout leader Debbie Reynolds led the charge, serving as the Honorary National Piper. This effort had four goals: that no troop would be disbanded owing to lack of leadership, that the percentage of Girl Scouts bridging to the next level would be increased, that every troop would be near its optimum size for good programming, and that the number of new troops in the least well-served areas of each local council would be increased.

Outreach overseas continued, too. In 1965, Micronesian girls in the Trust Territory of the Pacific Islands became Girl Scouts for the first time, and girls in the U.S. Territory of American Samoa were welcomed in 1968. Brownie handbooks were translated into Japanese for use by Girl Scouts in the Ryukyu Islands between Japan and Taiwan. Moreover, both the Brownie and Senior Girl Scout handbooks were published in Spanish and distributed to Spanish-speaking Girl Guide associations in Central and South America, as well as to Spanish-speaking Girl Scouts in the United States. The biggest event occurred in 1966, when the fourth WAGGGS world center opened in Poona (also known as Pune), India. Called Sangam, which means “coming together” in Sanskrit, it was the first world center established in Asia.
