The Colonies in Rebellion
In September, 1774, twelve of the thirteen colonies were represented by 55 men who gathered in Philadelphia at the First Continental Congress. They elected a Virginian, Peyton Randolph, as president. Patrick Henry, also a Virginian, objected to the decisions to vote by colony when they make resolutions; he stated that the representatives should vote as Americans. The purpose of this First Continental Congress was not to govern in place of Great Britain, but to perform as ambassadors to issue protests and adopt resolutions.
By the time the Second Continental Congress met in May of 1775, American militiamen had met British soldiers in combat at Lexington and Concord, Massachusetts. Blood had been spilled; the British were in control of Boston. Events turned the provisional gathering into a revolutionary government.
A month after the gathering began, realizing that the colonies were now at war with Great Britain, the representatives were obliged to assess this new development. John Adams nominated George Washington as general and commander-in-chief of the Continental Army, and the Congress approved unanimously. Washington was the obvious choice because of his experience in combat during the French and Indian War. He was a man of honor, respected by the leaders of the government; a man who inspired respect. Washington accepted the assignment, with the condition that he was not to receive a salary for his position. But he had doubts that he would be able to accomplish the task.
