We may not be able to get certainty, but we can get probability, and half a loaf is better than no bread.

As in the SRI and early Chicago experiments, the early PEAR PRP results were evaluated by independent human judges comparing each free-response perception with photographs of all of the targets in its particular series and assigning ranks to them, which were then subjected to statistical evaluation. A substantial database was acquired in this fashion, the results of which confirmed an overall anomalous acquisition of information at a level well beyond chance. Despite the impressive yield of these early experiments, concerns regarding the inefficiency of the ranking process and evident vagaries and possible subjective biases in the judges’ interpretations, or even anomalous inputs on their part, predicated a more quantitative approach to data evaluation.2 For example, the early procedures had been based on statistical evaluation of samples of only five to ten trials, where ranks beyond the first or second choices could have been assigned almost arbitrarily, but still have had a disproportionate impact on the outcomes. In addition, the ranking process had been starkly inefficient in that each trial had been represented by a single data point regardless of the amount of detail it might have contained.
To illustrate the issue, consider the following trial, where the target was the Westminster Cathedral, in London, England. The percipient was in Princeton, New Jersey, some 3500 miles away, and had produced the following description some four hours before the target was visited and photographed by the agent:
