The ability to deliver goods and extract concessions from the state, combined with inspirational ideological positions articulated by a competent and ideally charismatic leadership, is the winning combination for most, if not all, Mexican [urban popular movements]. Many CDP members are first or second generation immigrants from rural Durango and most have very low incomes and little or no formal education.
