A commitment to developing a regional JAP to implement the region’s RIS; and

The capacity, capability and authority to play an integral role in the region’s R-I-C process.

To summarise the stakeholder analysis techniques, the identification and engagement of stakeholders can be represented as a five-step process (Bryson, 2004) as shown in Table 10.

Once all stakeholders have been identified and their role and buy-in has been secured, the next stage in the process is to perform the Regional Innovation Benchmark Audit. However, the audit coordinator / team must remain vigilant throughout the process as stakeholders can become disengaged and their initial commitment to the process may dwindle over time. The following section explores how to engage stakeholders in the audit process through an engagement and commitment plan.
