Kušan believes that Pavičić signed this “Obligation” to save his life and to gain his freedom, not to work for the UDBA. However, the new government in Croatia in 1990–1991 was embracing some parts of the extreme neo-Ustasha émigré community and marginalizing the more moderate nationalists gathered around Nova Hrvatska. In his book, Kušan maintains that

as a rule extreme elements from the émigré community were brought in and given senior political, military, and police positions. In many places former UDBA collaborators could be found standing shoulder to shoulder with the “biggest Croats.” This policy of the most shameless Balkan opportunism was given the cynical name of “reconciliation of the Partisans and Ustasha.” In fact, it was simply confirmation of our frequently noted observation that there never was much difference between communist conformists and nationalist extremists.
