An analysis of Xi’s governance philosophies must start from the practice and the philosophical core which supports the practice. Since 2012, Xi’s successes in practicing his governance strategies largely come from the philosophical bases, which have ensured the direction, efficiency, and accomplishments in the governance of China. If we compare Xi’s governance skills to a giant tree, then its philosophical bases provide the nutrition for its growth.
Philosophy is a discipline about wisdom, and about the essence of the times. It is a prerequisite for being a leader. Practice has proven that the higher the office is, the higher the demand is for one’s philosophical knowledge; and that a good leader usually has strong philosophical training. The Chinese Dream, the practice of Chinese socialism, the goals of governance, the risks and challenges in this time of transformation, and the highly integrated global pattern all call for stronger and more modern philosophical bases in the Chinese leadership. Only in this way can it steer China on the correct path efficiently and vigorously, and govern and develop China.
Xi has always regarded philosophical knowledge as an essential life lesson, a “source of wisdom” for the mind, a “golden key” to performing official duties, and a “true skill” in governance. With perseverance and diligence, he has greatly enriched his philosophical bases, and developed unique ideas on governance. In practice, through the skillful application of the four bases of conviction and integrity, knowledge and practice, guidelines and methods, and leadership and people, he has improved governance philosophies, ensuring that it is on the right track, based on research, highly efficient in realizing goals, and is propelled by an inexhaustible source of energy.

The CPC’s role as China’s only governing party has determined that China’s governance always be on the correct path, which relies on the strong conviction in the CPC’s mission. The conviction of Chinese Communists is the culmination of man’s integrity, and points to the direction of the development of human society. Personal integrity is the basis of conviction in the CPC and enhances the conviction. Only by integrating the two can the CPC have a stronger foundation. By applying Marxist principles, Xi guides practice with a philosophical system that integrates conviction and integrity, ensuring the correct political direction of the governance of China.
Again, it is essential to combine CPC conviction and personal integrity in the practice of national governance. Efforts have been made to promote conviction in CPC members as an integral part of Party building, and personal integrity as a way to enhance recognition and inheritance of the traditional culture, so that the two can interact and integrate to ensure a strong political and cultural basis for governance.
