Conclusions

We can summarize the changes discussed above as follows.

There has been an overall decline in job protection laws, which are strongest in Southern Europe and weakest in the Anglophone countries, but against this trend there has been an increase in parental rights and other rights for employees vulnerable to discrimination in many countries.

There has been a very strong decline in the coverage of union activities and in particular in membership. Union protection is highest in the Nordic countries and some other North-West European cases and lowest in the Anglophone countries and CEE.

Changes in pension rights have shown little clear trend in either direction. Unemployment protection has been weakened in several countries, but not in all. Both are highest in the Nordic countries, lowest in CEE.

In several European countries employers and governments demonstrated a continuing concern for labour market stability by retaining workers during the crisis and improving training.
