The Lisbon Treaty, which entered into force in late 2009, was intended to make EU governance more transparent and democratic, notably by replacing unanimous decision making in the European Council with a system of “qualified” majority voting for most policy areas, and also opening many ministerial council meetings to the public. But when the Eurozone crisis arrived, most decision making ended up taking place in private meetings between heads of state in the Council, or in the Eurogroup (an informal subcouncil of finance ministers for Eurozone countries only). The appointed European Commission and European Central Bank played important roles, while the elected European Parliament was only peripherally involved.
