Others among the president’s men also worried. Rafshoon freaked out about OPEC, of course, and must have been in a lather about people screaming in gas lines. Hendrik Hertzberg, who had gone to Korea in order to meet the president and talk about whatever speech he planned to write on his return, recorded in his diary: “Back home everything is going down the drain.” He wondered how the president could have “left on this trip without doing something, anything . . . about the gas lines.” Jody Powell, who had remained in D.C., watched his fuel gauge hit empty and then coasted his car into a long gas line. The only thing he could hope at this moment was that gas lines in the nation’s capital might force Congress to get behind the president’s call to action. Stuart Eizenstat waited in a long gas line too and while he did, his mind drifted to a memo he was writing with fellow staff members. The memo started, appropriately enough, by labeling late June “the worst of times.”70
