Forced to the sidelines, with the sour taste of failure and tacit rebuke in his mouth, Mao now turned his attention from domestic affairs to China’s relations with Russia. Having watched as the USSR turned “revisionist” under Khrushchev, Mao was not about to countenance China falling prey to a similar “capitalist restoration.” But soon enough he began regrouping his forces on the home front, and in 1963 he was off again, this time launching his Socialist Education Campaign, the goal of which was to reemphasize socialist values, lest refractory bourgeois elements, which Mao firmly believed were still plotting against his revolution, be allowed to carry out their “class revenge.”44 Despite his setbacks, no one dared to challenge him overtly. Party leaders all remembered what happened to Marshal Peng Dehuai. If he could be purged, who could survive challenging Mao directly?45
In 1965, Mao’s still-towering ambition expressed itself in his poem “Reascending the Jinggan Mountains,” which received wide circulation in the party-controlled press:
I have long aspired to reach for the clouds …
Nothing is hard in this world,
If you dare to scale the heights.46
