Freedom of Movement

The Vietnamese Communists have deprived the Vietnamese people of their right to travel, now effectively denied by a policy of “household management.” According to this policy, each member of the household must file an adequate statement of his or her identity and background. On this basis, the Communists designate the place where the household resides as its permanent location. No one, without special permission, is allowed to move to another location except for moving to an NEZ.

If a person does need to go somewhere, he or she must obtain a permit from the local security office by pleading sufficient reason for the journey. The longer the journey, the higher the level of security office that must be applied to—of course through the communist administrative hierarchy. In South Vietnam the permit bears the signatures and seals of the local people’s revolutionary committee, in North Vietnam of the people’s committee.17 Any visitor who comes to a private house must be checked in. The block security agent, aided by a network of informants, follows up the matter. Anyone in the household who left the residence without permission would be detected immediately and his or her family members could be called to the local security office for interrogation.
