The next day Gondabar called all the leaders of the Rangers, one by one, for a private meeting in advance of the Great Council. It took him until well into the night. According to what Nilsa had been able to find out, it was the first stage of the Great Council, the preparatory one-to-one talks. Then the Great Council itself would begin with presentations by each member of the Council. These would be followed by discussions between all the members. Finally, the decisions would be made which had been agreed in the Great Council. It was a long and complicated process, which would take days, and that was without taking account of the King’s presence. If he attended, as was expected, it would be more complicated still. Or so said the rumors.
