As a last point, the UN memorandum suggests that the Bank, as a member of the United Nations family of institutions, would presumably not wish to ignore the virtually unanimous decision of the international community (working through the UN) in condemning the international conduct of Portugal and South Africa.72

The Bank memorandum does not attempt to rebut the above argument,73 but as a last “functional” consideration, it stresses that economic considerations must prevail in the Bank’s financial decisions and purely political factors must be excluded, because only this will reassure the investing public whose confidence is essential to the Bank’s ability to raise private funds for development.74
