Crime Prevention Through Environmental Design: Evolution, Theory and Practice

This chapter provides a brief overview of the theoretical framework of crime prevention through environmental design (CPTED — pronounced sep-ted). As a proactive crime prevention approach that relies on manipulation of physical and social environments, CPTED strategies are aimed at minimising criminal opportunities and motivation while simultaneously enhancing desirable behaviour. These strategies are focused on reducing victimisation at specific places, increasing detection of suspicious behaviour, and minimising fear of crime at places. The chapter sketches the evolution of CPTED, outlines related theoretical developments, overviews CPTED components, and briefly depicts their practical application. Despite some limitations and critiques related to its conceptual framework and implementation, the empirical literature demonstrates CPTED techniques can be highly effective when sufficient attention is paid to implementation and when intricacies of the processes are considered. Most significantly, we conclude that continued development of CPTED rests on the more explicit incorporation of place managers and guardians and encouraging their active engagement in realising the intended function of CPTED.
