Clark and the Restructuring of the Navy’s Strategy-Making Process

In 2001 CNO Clark reorganized OPNAV’s strategy-making structure to a degree not seen since the late 1970s, placing most of it directly under his control. As he had done on OPNAV’s resource side, Clark established new offices with overlapping responsibilities. After 9/11, Clark changed the QDR cell into the Navy Operations Group, which was expanded under Rear Adm. Joe Sestak and renamed Deep Blue in early 2002. Its director, Rear Adm. Jim Stavridis, reported directly to Clark. Deep Blue’s initial purpose was to develop innovative concepts to support combat operations associated with the global war on terror.29 Over time, however, it became a multimission think tank staffed by promising officers. Like OP-603 in the 1980s, Deep Blue became the locus of Navy thinking. The only difference, and it was a revealing one, was that Deep Blue was more operationally oriented than OP-603 had been.

Clark also established the Strategic Actions Group (N00Z), whose director, Capt. Frank C. Pandolfe, also reported directly to him. Like Stavridis, Pandolfe had a doctorate from Tufts University and was a member of the Navy’s strategy community. Pandolfe had served in N513 in 1996 under Commander Bouchard before taking over in 1997. His group took over many of the duties of the CNO’s N00K such as writing policy papers and preparing the CNO for congressional testimony.

Clark now had five offices—Deep Blue, N00Z, N00K, N81 (now headed by Rear Admiral Sestak), and N513—working on five overlapping strategic projects during 2002 and 2003, numbers unprecedented in the post–Cold War era. Remarkably, all these offices were led by senior members of the Navy’s strategy community. Their projects were not well coordinated. Capt. C. Will Dossel, the deputy N51, noted that rampant confusion reigned about which office was supposed to be doing what.30
