Whatever weapons systems are involved, Air-Sea Battle also requires something that sounds very mundane but is in fact equally hard: the integration of combat services. The core idea behind the concept of Air-Sea Battle is that tight communication between air force and naval operations, with each service playing an enabling role for the other, can substantially extend the range, accuracy, and punch of the other.XII

In real terms, integrated air and naval operations would give the United States the ability to do the following (very difficult) things. The US Air Force could conduct “counter-space” operations—basically, attacking Chinese satellites—to blind China’s space-based ocean surveillance systems; that would improve operational freedom for the US Navy. The navy’s Aegis ships could then sail forward to supplement ground-based missile-defense assets to improve the security of US Air Force bases in Japan and elsewhere along the Near Seas perimeter. Navy submarines and carrier-based strike groups could then conduct attacks on Chinese missile outposts in the South and East China Seas, enabling further US Air Force strikes. Then the air force could conduct long-range strikes designed to destroy PLA maritime surveillance systems, and to destroy ground-based ballistic missile launchers. That would again expand the navy’s freedom of maneuver and reduce strikes on US and allied bases. The navy’s carrier-based fighters could then launch a wave of attacks against what’s known as the Intelligence, Surveillance, and Reconnaissance platforms of the Chinese forces—their tracking and targeting instruments—thereby enabling air force tankers and support aircraft to move deeper into the Near Seas. And finally the air force could support anti-submarine warfare through offensive mining by stealth bombers.15 All this effort would enable the US to roll back PLAN positions across the breadth of the Near Seas.

But once launched, this “battle of networks” or “systems war” likely becomes a full-blown war between the American and Chinese armed forces.
