The Pentagon

July 26th, 1947

Three weeks after the Roswell Crash

Wren presented a copy to General Trudeau, and announced, “Aboard the Sacred Cow, President Truman just signed Executive Order 9877, and I quote:

“Executive Order 9877 assigns the primary functions and responsibilities of the armed forces. The United States Air Force is charged to organize, train and equip air forces for air operations including joint operations; to gain and maintain general air superiority; to establish local air superiority where and as required; to develop a strategic air force and conduct strategic air reconnaissance operations; to provide airlift and support for airborne operations; to furnish air support to land and naval forces including support of occupation forces; and to provide air transport for the armed forces except as provided by the Navy for its own use.”

He lowered his copy, and said, “In other words, the Air Force is now an autonomous, dedicated branch of the United States Military.”

Trudeau looked pleased. “So, where does this place us now?”

Wren sat in the chair in front of the general’s desk. “With your permission, sir, I’d like to implement the other side of our plan and utilize the impending chaos to hide our movements. The packages in question are scheduled to be moved from Wright Field to an undisclosed secure location. I say “undisclosed” because I’ve already leaked that information through our operatives, and they’ll be watching Groom Lake—Area 51—like a hawk.”

He handed Trudeau a folder. “With the creation of the United States Air Force, and the need for dedicated Air Forces bases, the entire contents of many military bases are going to be transported from base to base. With the average number of shipments presently leaving bases by plane and truck every day, a determined person could sort out one shipment from the other. This massive reconfiguration of our military bases will create chaos on a scale never before seen, and will also enable us to insert operatives and trusted personnel with relative ease.”

He handed over one last folder, and said, “While the rest of the world is looking at Area 51 and hoping to glimpse the, ahh, packages we’ve moved there, we’ll already have the items in question safe and secure in our underground facility in South Dakota, a secret base we call Warehouse 15. This will take a concerted effort to pull off, but I feel we can best protect our packages by spiriting them away in this fashion.”

Trudeau looked up from the papers. “I’m going to give you carte blanche on this, Wren. You’ve pulled off the creation of an entire new branch of our military, so I’m guessing you can find a way to move a few crates around while nobody’s looking. You have my authorization, and best of luck to you. I’ll keep my fingers crossed.”

“Thank you, General.”
