The violent coercion and soft technologies of social war have been extensive, yet, as of this writing, the Tambo Valley has successfully prevented Southern from beginning operations—from 2009 to 2023. Recent turmoil in Peru, however, is generating concern. Since 2018, there have been many ebbs and flows. In December 2022, popular protests led by campesino and Indigenous movements have swept Peru after former President Pedro Castillo was impeached following his failed attempt to dissolve the legislature and his vice-president who, among other reasons, sought to overlook those allegations of corruption. The more conservative vice-president, Dina Boluarte, took over the government. On 14 December the Defense Minister, Alberto Otárola, declared a State of Emergency, suspending freedom of assembly, freedom of movement and other rights. This only aggravated protests and, on 18 January 2023, popular movements from the south of Peru marched on the capital in a mobilization known as the “Taking of Lima.” Various demographics would join the protests, together demanding new elections for the presidency and legislature. This coup d’état and the subsequent uprisings have resulted in over 60 people being killed and thousands suffering injury.140

Known for his working-class background, Pedro Castillo was popularly referred to as the “anti-mining” president. After all, he grew up near Peru’s largest gold mine in Cajamarca. The Tía Maria conflict was among the reasons that won him the popular vote, which offered hopes of a final termination of the project. Even in September 2021, when she was vice-president, Boluarte declared publicly on television: “Tía Maria will not go because it is unfeasible.”141 Since the political takeover, however, the Boluarte government has already met with Southern twice. On 6 January 2023, the Minister of Energy and Mines (MEM), Oscar Vera Gargurevich, met with two representatives from Southern: Vice-President Raul Jacob Ruisanchez and former Minister of Defense (2020–2021), Nuria Esparch Fernandez, who now serves as the company’s Senior Manager of Institutional Relations.142 Then on 23 December, on one of the most important radio stations in Peru, Boluarte declared:

I have been to Tía Maria just when we went to the presidential debate. I have been up in the Tambo. I have talked and met with several leaders and I believe that we have to talk with them … We have to talk, nothing is closed, but we have to respect life, and we have to respect the environment. Water is life. We cannot put the issue of gold, silver, above water … but also, I believe that the Tía Maria issue hurts the deaths (today), there are leaders there who have died in that struggle to defend their place, their environment. We need to talk.143

Then eight days later, Oscar Vera Gargurevich, from MEM, discussing the Tía Maria project told the same radio station that:

We have to arrive with an understanding, explaining well the benefits and as we all know, we advocate progress and growth within a framework of sustainability in which the environment is mainly taken care of. Technically all of this is feasible, I
