These two premiers have nothing on David Peterson, though, who surely deserves to be a charter member in the Law of Unintended Consequences Hall of Fame for the following smooth move:

Premier David Peterson bans “balance billing” in 1986: Believe it or not, Ontario’s health care system wasn’t always the mess it is today. Before the introduction of the Canada Health Act in 1983, things worked rather well — in no small part because the Province of Ontario allowed balance billing. Doctors had the option of charging patients the difference between the Ontario Medical Association fee schedule and what the Ontario Health Insurance Plan was willing to cover. In the mid-1980s, that difference was roughly 10 percent. Today, it’s more than 50 percent. The Peterson government, by convincing the public that doctors were “extra” billing, managed to pass legislation outlawing the practice — thereby removing an important safety valve that had, up until then, ensured the system was sustainable.
