The social stability response that will support community development initiatives through MoSA’s Lebanon Host Community Support Program. This program supports vulnerable municipalities to identify their investment priorities that will help to reduce social tension. The response strategy focuses on 1) building the capacity of local communities to deal peacefully with tensions by setting up local peace-building mechanisms and initiatives at the community level, particularly targeting youth-at-risk; 2) strengthening the role key national institutions, in particular the Ministries of Social Affairs (MOSA) and Interior and Municipalities, play to mitigate tension; and 3) supporting local institutions to play a leading role in promoting social well-being. Led by MoSA, UNDP, and UNHCR, the response to the social stability sector targeted 242 vulnerable communities at a cost of $157.3 million, out of which $140.8 million had been allocated for stabilization efforts. The priority interventions included 1) establishing community conflict mitigation mechanisms involving and training key change agents, in particular women community representatives; 2) engaging youth-at-risk in peace-building and civic education initiatives; and 3) supporting local institutions to mitigate tensions and implementing priority municipal service delivery projects.[37]
