CONCLUSION

This chapter has shown that policy issue substance is a critical component of any understanding of lawmaking. The fact that members clearly possess distinct preferences across policy issue areas is a topic separate from Poole and Rosenthal’s work on the dimensionality of the political space. Working on multiple levels, I have demonstrated here what is lost in our study of policymaking when we exclude policy issue substance. At best, we can only partially understand lawmaking by treating the policy process as being similar across policy types. In some cases, the stakes involved might not seem to be that great, but in other cases we are left with an inaccurate picture of lawmaking. The good news is that simply measuring political preferences more accurately by focusing on policy issue substance enables us to better evaluate our current theoretical models of lawmaking without reinventing them.
