How did the June 23 tapes fit into the cover-up picture? It will be recalled that in Chapter Eleven I detailed the evidence which prompted us to ask for the cover-up indictment. On June 20 Dean learned from John Mitchell that checks made out

to cash and totaling $114,000 had been received by CREEP as campaign contributions from Kenneth Dahlberg, a Republican fund-raiser, and Manuel Ogarrio, a Mexican lawyer. Bernard Barker, one of the Watergate burglars, had been given the checks to cash to hide the fact that Dahlberg and Ogarrio were the contributors. Barker had deposited the checks in his Florida bank, then had withdrawn the cash and given it to Gordon Liddy, the break-in mastermind. Liddy had given the cash to Hugh Sloan, CREEP treasurer and former aide to Haldeman, who placed the bills in his safe. Later, when Sloan was disbursing cash to Liddy to finance his operations, he gave Liddy some of the same bills. Liddy had used the bills to pay the burglars, and they were found in their possession.

On June 21, Dean went to see L. Patrick Gray, FBI Acting Director, to see how he was handling the break-in investigation. Gray told Dean that FBI agents had traced the bills found on the burglars to Barker’s Florida bank account and had learned that Barker had cashed the Dahlberg and Ogarrio checks. That’s all they knew so far, Gray said, but agents were going to interview Dahlberg and Ogarrio. This upset Dean. He knew that if Dahlberg and Ogarrio talked, the agents would learn that the two men had sent the checks to CREEP as campaign contributions and thus link the burglary to CREEP. Gray also told Dean the agents thought the money might be part of a CIA operation.

On June 22, Dean told Mitchell about the impending FBI interviews with Dahlberg and Ogarrio and that the agents suspected they were investigating a CIA covert operation. He also gave this information to Haldeman.

In our chain of evidence, we next had Haldeman and Ehrlichman meeting with CIA Director Richard Helms and his assistant, Vernon Walters, on June 23. But the June 23 tapes revealed that before that meeting Haldeman met with Nixon—and the President told him what to say to Helms and Walters.

haldeman: Now, on the investigation, you know, the Democratic break-in thing. We’re back in the problem area because the FBI is not under control. Because Gray doesn’t exactly know how to control them. And they have, their investigation is now leading into some productive areas because they’ve been able to trace the money, not through the money itself but through the bank. You know, sources—the banker himself. And it goes in some directions we don’t want it to go.
