For some reason, Suzuki's report, which he had submitted to his superior in October 1940, sat untouched on Yasuda's desk for several months. Yasuda finally got around to cracking the folder open in April 1941, and soon after, he rang up the Imperial Japanese Army's Minister of War and future Prime Minister Hideki Tojo. Yasuda presented Tojo with a proposal to launch the atomic bomb operation in an official capacity and received the general's blessing. Under Yasuda's instructions, Suzuki passed the message onto Viscount Masatoshi Okochi, the newly designated director of RIKEN. Okochi delivered the good news to Nishina personally, who was formally assigned to spearhead the venture. By then, Nishina's team consisted of a modest 100 or so researchers.
