Decision-making

Once a problem has been recognized, taken up for resolution, and alternative solutions to it formulated, then policymakers need to make a decision on what to do. Making such decisions is a more complex task and involves more actors than commonly believed. Many public managers claim to be administrators and, hence, not involved in policy decision-making, which they argue is the function of senior government officials (Svara 2006). This is a misconception, because a large number of policy actors are involved in decision-making: public managers may themselves make decisions which are more policy-related than they think or provide policy recommendations which help shape the decisions of higher-level policymakers (Craft 2015).
