Reflections

The experience of Leslie and Prowse represented a unique chapter in the history of ASIO. More broadly, however, it demonstrated that while ASIO was a domestic security organisation, there was an apparent need to maintain its network of foreign contacts in order to perform its specified functions effectively. But such foreign engagement, often enough, would prove to be a double-edged sword for the Organisation, as subsequent chapters demonstrate.

This chapter illustrates just how dependent a security service such as ASIO was on its liaison partners for a steady flow of information and intelligence—a matter as true then as it is today. ASIO gained considerably from cross-pollinating ideas with its international security partners, particularly through conferences and other forms of liaison. It also relied on their contacts to help ensure that matters of security interest in Australia were informed by the best available intelligence, wherever it might originate. While there were clearly some sensitivities about how those relationships were managed and with whom they were maintained, there was never any question of their enduring utility.
