Indeed, the general assumption that nonprofits promote ethical conduct, the public’s limited attention span, and a willingness to forgive obfuscates the need for ethical training in the third sector. In addition, important barriers to the incorporation of ethical values in daily operations include the following:

Compliance with legal constraints and regulations, and publication of an admirable mission statement are often regarded as sufficient.

A pluralistic staff, representing multiple professions (each with their own ethics code) establishes a territorial attitude that may support conflicting standards, a situation that complicates identification of common values.

Performance is judged by volunteer board members with a business, bottom-line orientation.

An attitude that because staff members must deal with “difficult” populations, nonprofits “earn” a tolerance for less than exemplary management.

Tight budgets common to nongovernmental organizations restrict dollars available for training.
