It may be that though free choice remains within the limitation of the will in sin—that is, the will is bound in sin—man’s bound will still freely chooses individual acts. An unredeemed sinner, for example, may voluntarily/freely choose not to steal from his neighbor as a merely external act. Nevertheless, this unredeemed sinner will always choose not to steal sinfully because his external act of not stealing was not done through the influences of a renewed mind and a change heart.
