The discord between JaN and ISIS was anathema to the vision articulated in the master plan, but real-world events still aligned with the master plan’s timeline. Bin Laden believed that resurrecting The Caliphate would require decades, if not centuries, because of the need to sever the United States’ relationship with “apostate” regimes. But al-Adl had seen an opportunity in the Levant because Syria’s demographics favored Sunni revolution, and geopolitics ensured the United States would not prop up Assad. That vision had come to pass.

In the bloody mess of intra-jihadi warfare in mid-2013, it was easy to see the jihadi movement as a swirl of chaos without any clear direction. Perhaps that was true; there is no evidence that ISIS leaders were checking their progress against al-Adl’s master plan. But there was another important truth as well: the master plan predicted that The Caliphate would be reestablished in Syria between 2013 and 2016, and on that most important prediction, it was right on target.

The Caliphate was imminent.
