Our work will focus the last phase; however, the change in the role of the federal government within these proposals stands out. Rising sharply in the third moment, from the Programa de Reabilitação de Áreas Urbanas Centrais (PRAUC) [Central Urban Areas Renewal Program] of the Ministry of Cities, the Federal Executive branch created a group with the participation of the city of Rio de Janeiro in 2004 to propose a new strategy to revitalize the area based on the program guidelines, including the possibility of a public consortium in such a way that the federal government could directly monitor the actions. As regards the Union lands, direct actions were envisaged:The report then presented by the group, the ‘Conditions for use of the Union’s properties’ and the possibilities of ‘Direct interventions of the federal government’ highlighted the production of more of 20000 housing units, for various income ranges, in the available land, through resources of the FGTS, FAR [Rental Fund for Residence] and the General Budget of the Union […] the Ministry of Cities worked with the prospect of building 2478 housing units, from lands of the Union (Sarue 2015, p. 87).
