One of the criticisms of the paper was that it resuscitated the notion of “forward defence” from the 1960s, which was the argument used to support Australia’s involvement in Vietnam – we stop “them” over there before they get to our doorstep. However, the paper envisages a very different world, in which Australian naval operations alongside the United States in, say the South China Sea, could lead to direct Chinese attack on Australia with missiles, mining of ports and cyber-attacks. The capability of China to reach out 5000 kilometres and touch Australia was a new element of the strategic environment. It meant that Australia needed a military able to operate at distance and defend locally. This demanded a much larger defence capability. Australia needed “to hold sufficient forces in and around Australia at heightened levels of readiness to meet such threats”.
