That so many glowing profiles were written about Faurot only highlighted the fact that the “scientific detective” was still an anomaly in American law enforcement. For significant changes to policing to take root across the entire landscape, Faurot needed allies. And he needed crimes to investigate that went beyond burglaries or salacious murders—crimes that had national implications, thus warranting a national response.

Still, as 1913 came to a close, the signs were promising. On November 4, voters elected the thirty-four-year-old reformer John Purroy Mitchel the next mayor of New York—the second-youngest mayor in the city’s history, and thanks to his Venezuelan-born grandmother, the first of Latin American descent. Mitchel had campaigned as an aggressive opponent of the Tammany machine, with an ambitious plan to overhaul and modernize the police force. On election night, he hosted an intimate dinner for his closest advisors at his Riverside Drive apartment, watching the returns come in on a stock ticker specially adapted for the occasion. Among the attendees was the confidant who had drafted the blueprints for Mitchel’s plan to reinvent the NYPD: Arthur Hale Woods.
