4.1.3 CMS Effects on the Macrolevel

Many of the aforementioned studies are largely limited to the microlevel of individual companies and deliver a mixed picture overall. But the effects of compliance programs can also be examined on the macrolevel of a country—that is, within a country’s culture.

A longitudinal study in Germany shows the effect of the wide use of a CMS in the private sector. As in the third chapter (Sect. 3.1.2), compliance programs have experienced an incredible expansion over the last 10 years. In 2017, a total of 75% of companies with more than 500 employees in Germany had a CMS, although this was already a matter of course in large companies with more than 10,000 employees (97%, PwC and Bussmann 2018, 23ff). The company representatives responsible for compliance issues (n = 500) reported a gradual decline in corruption in the period from 2005 to 2017 based on various indicators (Table 4.1).Table 4.1Development of corruption risks 2005–2017—company survey (PwC and Bussmann 2018, 40)
